Hospice Proposed Rule Survey and Listening Sessions
NAHC and NHPCO have developed four surveys to gather feedback on different sections of the proposed rule. CMS is asking for feedback on many different topics as they develop the final rule for FY 2024 and future payment policies. These requests are an important opportunity to provide CMS with "on-the-ground" experiences in providing hospice care to Medicare beneficiaries.
We are requesting information from providers in a number of different ways to provide a robust response to each Request for Information (RFI), to the proposed requirement for physician enrollment in Medicare or a valid opt-out, the HOPE tool, and the hospice quality measure topics being proposed. The topics include:
· Hospice Utilization; Non-Hospice Spending; Ownership Transparency; and Hospice Election Decision-Making.
· Health Equity Under the Hospice Benefit.
· Proposal to require physicians who order or certify hospice services for Medicare beneficiaries to be enrolled in or validly opted-out of Medicare as a prerequisite for the payment of hospice services.
· Potential quality measures and HOPE tool feedback.
Providers can complete all four sections or just the sections for which they have feedback. All submissions are due by May 16, 2023.
