My understanding is that SVFs can be declined. There is clear guidance in the Manual on how to document this as a Patient/Caregiver declined visit by selecting No to the question of if the SFV was done then selecting the correct reason-Visit declined.
HUVs must be completed. If the visit that was intended to be an HUV was declined it is the expectation that the HUV be completed at the next visit. If the HUV was not completed within the window required CMS still wants the HUV to be completed and submitted.
