Delaware is experiencing a surge in unlicensed providers of personal assistance and home health services. The state licensing office has little recourse beyond sending "cease and desist" letters. How do other states handle this situation? Delaware licensed providers are concerned about the safety of clients/patients first and foremost, but also feel their own operations could be jeopardized by these businesses.
