As you may have heard, negotiations are ongoing in Congress around legislation that would raise the Federal debt limit, which the Federal government is currently projected to hit sometime this summer. During a speech on Monday at the New York Stock Exchange, Speaker of the House McCarthy laid out some principles for the House majority debt limit legislation. One of the proposals would establish work requirements for certain Federal benefit programs, including Medicaid.
NAHC released the attached letter in response to those comments, highlighting our concerns about challenges identifying and excluding individuals with disabilities and chronic conditions from the mandate during prior experiments with similar work requirements. We recommend that any work requirements include a provision for states to review claims and exclude any individual that utilized home health, personal care, hospice, and/or home and community-based services within the past 24 months. We believe that this represents a fair proxy measure to identify and exempt individuals who should not be subject to these requirements.
