If asking about care instructions provided to the patient at discharge, there is not a federal requirement for how they be provided to the patient. There may be state requirements.
If asking about delivery of the Notice of Medicare Non-Coverage (NOMNC) there is an allowance for it to be mailed. Please see the NOMNC instructions and Section 260.3.8 of Chapter 30 of the Medicare Claims Processing Manual.
